In June 2019, the National Assembly of Quebec adopted and set up a special commission on the sexual exploitation of minors in order to paint a portrait of this phenomenon. Last December, the commission tabled its report in the National Assembly, making 58 recommendations. Several experts who testified before the commission agree that the number of hours devoted to sex education in schools is clearly insufficient at present. A recommendation was also made that the Ministry of Education should incorporate content that is adapted and specific to the prevention of the sexual exploitation of minors. More specifically, it is recommended that the themes of consent, respect, self-esteem, healthy interpersonal relationships, sexual exploitation, recruitment methods, and the safe use of social media and information technology be added to the mandatory content. In addition, the commission recommends that sexuality education courses be taught by specially trained teachers and supported by sexologists or other qualified professionals.
